    • Roles & Tasks to be fulfilled
    1. Financial:

    Jointly with the other financial officers, ensure a proper financial management of the Grant Scheme by:

    • Reviewing the monthly/interim/final financial reports submitted by grant-aided CSOs under the Grant Scheme;
    • Ensuring the eligibility of expenses by providing the grant-aided CSOs with tailored guidance where necessary; 
    • Providing a “support desk” by addressing any grant aided CSOs questions related to financial management. In case of any complex issue, the financial officer will be able  to refer to the Coordination Officer
    • Relaying information to/from the field monitors on financial issues and implement rapid corrective actions as soon as a potential risk in the financial management of a grant-aided project is identified.
    1. Administrative:

    Jointly with the other financial officers, perform all necessary administrative tasks related to a sound financial management of the Project and more specifically of the Grant Scheme 

    • Support where necessary the collection and verification of supporting documents to be supplied by grant-aided CSOs as part of their financial reports
    • Contribute to the preparation and implementation of calls for proposals by performing administrative tasks – notably linked to the Grant Scheme Committees and MoSD. 
    • Contribute to the organisation and implementation of the financial audits to be conducted for the grant-aided projects and the Project in general. 
    1. Other:

    Perform any other duties assigned by the Component Leader (the post holder may be asked to fulfil roles / carry out additional tasks necessary for the effective running of the project).

    • Profile:

    Training 

    • Bachelor’s degree in Finance, Accounting 

    Or

    • Significant professional experience in financial management of cooperation projects

    Professional skills 

    • At least 5 years of professional experience in similar functions;
    • Fully competent user of accounting software; 
    • Experienced in the use of Microsoft Office software (MS Office: Word, Excel, PowerPoint)

    Assets: 

    • Professional experience in financial management of one or more CSO(s) involving EU funds; 
    • Professional experience related to at least one EU funded project;
    • Experience or strong knowledge of Jordan public administration.

    • Roles & Tasks to be fulfilled

    The Field Monitor will be in charge of supporting the organisations implementing a number of grant-aided projects (between 12 and a maximum of 25 projects depending on the complexity and demands of the particular projects). The support to these organisations will cover technical issues related to project implementation and issues related to routine reporting tasks as requested by EF.

    Benefiting from his/her knowledge of the local socio-economic context and of the CSOs operating in central Governorates of Jordan, the Field Monitor will establish a close relationship with the grant recipients in order to facilitate the technical and financial reporting as specified below:

     

    1. Project monitoring 

    Technical reporting:

    • Support CSOs in the sound implementation of the projects.
    • Support lead applicants in producing their monthly, interim and final narrative reports by guiding them in accordance with the standards of EU funded projects and the EF grant procedures. 
    • Monitor the implementation of the action plan. Review the technical reports and validate them on the electronic project monitoring platform EGREG. 

    + Report to the National expert for CSOs any situation that may raise concerns about the sound technical implementation of projects.

    Financial reporting:  

    • Support lead applicants in producing their monthly, interim and final financial reports by guiding them in accordance with the EF manual of financial procedures.
    • Liaise between the grant-aided organisations and the Project Finance Team in cases of questions or doubts on the financial execution of the project. 

    + Report to the Finance Team any situation that may raise concerns about the sound financial execution of projects.

    1. Other tasks  

    Support in the use of the EGREG platform: 

    • Support CSOs in case of IT problems in coordination with the National CSO Expert and the EGREG helpdesk.
    • Address as much as possible the grant recipient’s day-to-day technical and / or financial management issues in reporting their activities/expenditures on the platform and refer the most complex questions to the National Expert for CSOs or to the financial officers.
    • Act as an IT focal point and collect common questions from grant recipients to  help generate a list of FAQ for the help desk. 

    Contractual aspects:  

    • Support CSOs in submitting addendum requests on the platform;
    • Draft explanatory notes to explain the requested changes. 

    Capacity building training

    • Liaise between the Capacity Building Officer and the grant-aided organisations (lead and co-applicants) to facilitate the organisation of capacity building trainings.
    • Ensure all information related to capacity building trainings is fed back before and after the training sessions, for example, by monitoring whether organisations have assimilated the content of the training sessions and if they have not, liaise with the Project Team and the trainers.

    Monitoring & Evaluation: 

    • Facilitate reporting against performance indicators in coordination with the Project’s MEAL Expert.

    Promoting networking, peer learning and partnerships

    • Help identify opportunities in order to contribute to sustainability and accessibility of successful initiatives 
    • Facilitate networking relations between CSOs from his/her operating areas and the ones for which his colleagues – the other field monitors – are responsible.

    Communication

    • Support the Project and its partners with the preparation and implementation of activities/events/etc that are held in Jerash and in the 6 administrative divisions of Amman.
    • Help identify communications opportunities (success stories, partnerships, etc) to highlight the projects implemented in his/her operating areas.
    1. Representation of the Project in the field 

    Contribute to strengthening the relationship between CSOs and public authorities

    • The field monitor will contribute to strengthening the relationship between the CSOs and the local authorities of his/her operation areas (MoSD field directorates, Local Community Development Centres, Municipalities, Governorates), by regularly informing the Project’s local partners on the progress of the monitored projects and on any difficulties encountered by the grant-aided organisations on the field.

    Participate in events organised by grant-aided projects:

      • Ensure official representation of the Project Team in cases when it is not possible for them to travel to the field; whenever possible, send materials that can be used by the Project’s communication team.
    • Conduct field visits (spot checks) of implemented activities.
    •  
    • Specific operating conditions 

    Face-to-face interaction with the grant-aided organisations is necessary and will be arranged in accordance with the sanitary measures in force and reviewed regularly

    The field monitoring work will be facilitated by various means:

    • By physically visiting the organisations in their offices or in the implementation sites of their projects
      • A lump sum will be allocated for these field visits in order to cover incurred expenses
    • By holding regular local drop-in sessions (possibly within the premises of the MoSD Field Directorates – to be confirmed). A schedule of the drop-in sessions will be communicated in advance to the grant-aided organisations

     

    • Profile:

    Requested profile: 

    • A project manager who has implemented or monitored CSO projects in central Governorates 
    • A person familiar with CSOs and local actors in central Governorates 

    With the following skills: 

    Professional skills 

    • At least 5 years of professional experience in project management;
    • Experience in grant management;
    • Professional experience in both technical and financial management of one or more CSO(s);
    • Fully competent user of accounting software and IT tools; 
    • Experienced in the use of Microsoft Office software (MS Office: Word, Excel, PowerPoint).

    Assets

    • Experience or strong knowledge of Jordan public institutions
    • Experience in managing both the technical and financial aspects of an EU-funded project or grant-aided projects and applying the EU technical and financial rules

    LOGISTICS AND TIMING

    Location

    The Program Officer will carry out his duties within a selected government agency. 

    Start date & contract duration.

    As soon as possible and upon completion of the recruitment process. The contract will last until 30-11-24.

     Equipment

    The Program Officer will be granted a fully equipped desk station inside the selected government agency.

     

    PROFESSIONAL PROFILE

    Purpose

    The Program Officer will support the management of Italian funded projects, with a particular focus on the Italian development portfolio (grants and loans).

     Tasks

    The Program Officer will perform the following tasks:

    1. Supporting the implementation of the ongoing Sector Budget Support on the National Strategy of Human Resources Development.
    2. Supporting the design and implementation of the upcoming Program for Results (PforR) loan in digital transformation.
    3. Supporting the implementation of other ongoing sovereign loans.
    4. Supporting the design of the third phase of the Debt Swap Program between Italy and Jordan
    5. Supporting the implementation of the Italian grant portfolio by liaising with concerned national institutions, as needed.

    Experience

    Required

    • A minimum of 5-year experience in the implementation of international development projects.
    • Fully conversant with key project cycle management tools (Log-frame, Theory of Change, Key Performance Indicators etc).
    • Proven professional experience in technical and financial project monitoring.
    • Solid understanding of result-based finance principles and practices.
    • Prior experience in at least one of the following sectors: public sector reform, governance, education, water
    • Prior working experience in Jordan.

    The selected candidate will maintain a constant communication channel with AICS Amman providing regular feedback on the state of progress of the concerned projects.
