Project Overview:
The programme supports democratic reforms in Jordan, building on previous EU initiatives and the recommendations from the “Royal Committee to Modernise the Political System.” Its goal is to promote a participatory, inclusive, and accountable democratic process through empowering youth and women, supporting political parties, and enhancing the parliamentary functions of the House of Representatives (HoR).
Role Overview:
The Programme Officer (PO) will manage the operational and technical aspects of the project, supporting project management and implementation, including organizing events, preparing procurement documents, managing logistics, and drafting reports. The PO will also assist with grant management, monitoring and reporting, and ensuring the smooth implementation of project activities.
Main Responsibilities:
- Project Management & Administration: Support data collection, reporting, archiving, and the implementation of the project’s MEAL (Monitoring, Evaluation, Accountability, and Learning) and communication plans.
- Grant Management: Assist with monitoring grants, reviewing reports, and coordinating with partners.
- Logistics & Procurement: Assist with procurement processes, event organization, and logistics, ensuring timely delivery of project materials.
- Additional Tasks: Manage financial documentation and assist in budget coordination.
Qualifications:
- Education: University degree in International Relations, Political/Social Sciences, or related field.
- Experience: At least 5 years of experience in development cooperation, with a focus on democratic reforms or related areas. Experience with EU-funded programmes is essential.
- Skills: Proficiency in English and Arabic; ICT skills; ability to handle pressure, work independently, and collaborate with various stakeholders.

The Technical Secretariat has the objective of strengthening the effectiveness of AICS cooperation intervention in Jordan and technical support to cooperation programs and local counterparts whilst supporting the Government of Jordan in the sound, efficient and effective management of Italian funded projects in the country.
LOGISTICS AND TIMING
Location
The Program Officer will carry out his duties within a selected government agency.

Equipment
The Program Officer will be granted a fully equipped desk station inside the selected government agency.
PROFESSIONAL PROFILE
Purpose
The Program Officer will support the management of Italian funded projects, with a particular focus on the Italian development portfolio (grants and loans).
Tasks
The Program Officer will perform the following tasks:
- Supporting the implementation of the ongoing Sector Budget Support on the National Strategy of Human Resources Development.
- Supporting the design and implementation of the upcoming Program for Results (PforR) loan in digital transformation.
- Supporting the implementation of other ongoing sovereign loans.
- Supporting the design of the third phase of the Debt Swap Program between Italy and Jordan
- Supporting the implementation of the Italian grant portfolio by liaising with concerned national institutions, as needed.
Experience
Required
- A minimum of 5-year experience in the implementation of international development projects.
- Fully conversant with key project cycle management tools (Log-frame, Theory of Change, Key Performance Indicators etc).
- Proven professional experience in technical and financial project monitoring.
- Solid understanding of result-based finance principles and practices.
- Prior experience in at least one of the following sectors: public sector reform, governance, education, water
- Prior working experience in Jordan.
